Peningkatan Pelayanan Transportasi Publik: Studi Kasus Bus ‘Mas Ganteng’ dalam Mendukung Visi ‘Mbangun Deso Noto Kutho’ di Kabupaten Tuban

Public transportation is more than a tool for mobility it is a bridge of equity, inclusion, and regional justice. This study examines the Bus Mas Ganteng program in Tuban Regency, East Java, as a free public transport initiative aiming to provide equitable access for all residents, particularly those in rural and marginalized areas. The program reflects the local government's commitment to the vision of “Mbangun Deso, Noto Kutho”, a philosophy that promotes spatial justice and inclusive development. Using a descriptive-evaluative quantitative approach, this research employs the SERVQUAL model to analyze five service quality dimensions: reliability, responsiveness, assurance, empathy, and tangibles. Although the research has not yet reached the stage of field data collection, this paper builds an early analytical framework by integrating theory, prior studies, and policy observations. The findings suggest that public expectations of free transport services remain high, emphasizing not only availability but also consistency, comfort, and dignity in service delivery. Anticipated challenges include route coverage gaps, limited accessibility for persons with disabilities, and sustainability of public funding. This study underscores the importance of user-based evaluation as a democratic instrument to improve public service policies. Bus Mas Ganteng should not only be seen as a transportation solution, but also as a manifestation of state presence in everyday citizen life
